ESOS Phase 4 raises the bar on evidence quality, action plan rigour and reporting transparency. Organisations that treated Phase 3 as a tick-box exercise are likely to feel the difference most.

The biggest change for many is the explicit link to net-zero strategy. Lead Assessors now expect to see how identified opportunities feed into a credible decarbonisation pathway.

Where to start

Pull together 12 months of clean energy data (electricity, gas, transport fuel) by site and meter. Data quality is the single biggest predictor of how painful the audit phase will be.
